Historical Building Local Law: This regulation requires construction owners and developers to provide a complete monitoring control campaign for any Historical Building within a 90’ lateral distance to any construction.
This regulation is intended to help control the noise levels emitted from construction sites and mandates that sound monitoring should be conducted if your site is located near a school, library, nursing home, and or hospital.
This regulation states that no person shall cause or permit a building to be constructed without taking such cautions as may be ordered by the commissioner to prevent particulate matter from becoming airborne.
All persons constructing or operating a large article, machine, device, equipment, such as a rock crusher, or other contrivance or facility capable of causing or permitting emission of dust into the atmosphere at a construction site shall keep on site a document detailing such equipment. In addition, the measures utilized to reduce dust emissions resulting from the use of these items as set forth in 15 RCNY 13-01 et seq. shall be clearly outlined.

These regulations are effective as of October 1, 2022. The 2022 Connecticut State Building Code is based on the International Code Council’s widely-adopted 2021 International Codes and references the ICC A117.1-2017 standard for accessibility, and applies to projects with permit applications filed from October 1, 2022.
The save harmless language required under Connecticut General Statutes (CGS) 29-406 may be problematic for insurance agents to fulfill, given that typical commercial general liability policies do not include this specific coverage.
